How a small business in Türkiye can look for support
Support in Türkiye comes from several bodies, each with its own purpose and rules: TÜBİTAK for research and development, KOSGEB for small and medium-sized enterprises, the ministry's incentive system for investment, regional development agencies, and EU programmes. This guide names them and suggests an order for your search.

The short answer
Decide first whether you need support for research and development, for running and growing a small business, or for an investment. That choice points you to TÜBİTAK, KOSGEB or the incentive system. Regional development agencies and EU calls come on top.
| Body | What it supports | Who it is for | In Gondar |
|---|---|---|---|
| TÜBİTAK | Research and development, for example industry R&D projects | Companies and researchers, by programme | Yes, its open calls |
| KOSGEB | Small and medium-sized enterprises | SMEs and entrepreneurs, by programme | Yes, its support programmes |
| Yatırıma Destek | Investment incentives and other supports | Investors and companies | Yes, facts and the official link |
| Development agencies | Regional programmes | Applicants in each region | Not yet; check your region's agency |
TÜBİTAK
TÜBİTAK, the Scientific and Technological Research Council of Türkiye, runs numbered support programmes. For companies they include 1501 for industrial R&D projects and 1507 for an SME's first R&D projects; 1707 supports R&D ordered by a customer. Each call states who may apply, the costs it covers and the deadline.
Programmes for academic research are separate from those for companies. Read the call of the programme you mean.
KOSGEB
KOSGEB is the Small and Medium Enterprises Development Organisation. Its support programmes change over time; current examples in Gondar include the Green Industry and Strategic Product support programmes.
Check the programme's page for who may apply and what it covers. Many programmes ask you to cover part of the cost.
Investment incentives
Yatırıma Destek is the Ministry of Industry and Technology's portal for investment incentives and other public supports. It lists supports from several institutions in one place.
An incentive often reduces a cost, such as tax or social security, instead of paying you a sum. Read the conditions of the incentive you mean.
Development agencies and EU programmes
Regional development agencies (kalkınma ajansları) run programmes for their own provinces. Check which location the programme counts, for example the registered office or the place where the project takes place.
Türkiye takes part in EU programmes such as Horizon Europe. Many of those calls expect partners in other countries. Read the call on the EU Funding & Tenders Portal before you invest much time.
Grants, loans and incentives
Programmes mix these forms and often ask for a share from you. Compare what each costs you.
Grant
Money you do not repay if you meet the conditions. It may cover only part of the eligible costs.
Loan
Money you repay. Some programmes support the interest instead of paying a sum.
Incentive
A reduction of a cost, such as tax, instead of a payment.
A practical order of steps
Amounts, deadlines and who may apply change. The funder's page is the record.
- Write one sentence on what you need the support for, and say whether you are a firm, a new firm or a researcher.
- For research and development, start with TÜBİTAK; for running and growing a small business, with KOSGEB; for an investment, with Yatırıma Destek.
- Check your region's development agency, and EU calls if you can work with partners abroad.
- Read the current call in full before you start writing, and ask the funder's staff about your case.

Gondar never applies for anyone. You submit through the funder's official process.
Frequently asked questions
Does this page decide whether I qualify?
No. The funder of each programme decides, and its official page sets the conditions.
Can I apply to TÜBİTAK and KOSGEB at the same time?
They are separate bodies with separate programmes, and each call sets its own rules, including on support you already receive. Read both calls.
Is this list of programmes complete?
No. It names the main bodies and a few programmes. Other programmes exist. Confirm the current call on the official page of the funder.
